Senator Mike Lee has recently posted a series of statements on social media regarding congressional governance over Washington, D.C., and the actions of the D.C. Council.
On August 5, 2025, Senator Lee announced, “We pass the BOWSER Act. We revoke DC Home Rule. We govern Washington through Congress, as the Constitution originally provided. Our nation’s capital deserves to be a shining example to the world, not a national embarrassment.”
The following day, August 6, 2025, he referenced past actions by the D.C. Council and his legislative response: “FLASHBACK: in spring, the DC Council voted itself secret meetings in violation of their usual rules, with the express purpose of sabotaging President Trump and Congress. I introduced bills to stop them. In the wake of this outrageous assault on a young staffer, it’s clear”
On August 7, 2025, Lee posted simply: “December 23rd, 1913”
Congressional authority over Washington, D.C., is rooted in Article I, Section 8 of the U.S. Constitution, which grants Congress exclusive legislative authority over the federal district. The District of Columbia Home Rule Act of 1973 allowed for local self-government but preserved significant congressional oversight.
Recent years have seen increased debate over D.C.’s autonomy and congressional intervention in local affairs. Senator Lee’s reference to revoking home rule follows ongoing discussions about federal versus local control in the nation’s capital.
His mention of December 23rd, 1913 may allude to historically significant events such as the establishment of major federal institutions or legislative acts passed on that date.
