Congressman Blake Moore has introduced the Family First Act, aiming to update and enhance the Child Tax Credit (CTC), provide tax relief for parents with young children, and introduce a new tax credit for pregnant mothers. This proposal builds on the pro-family tax policies from the Tax Cuts and Jobs Act of 2017, which are set to expire at the end of this year.

"In everything I do in Washington, I bring Utah’s values to the table. And at the heart of our state’s dynamic growth and strong economic mobility are thriving families and communities," said Congressman Blake Moore. "This year, with the expiration of provisions from the Tax Cuts and Jobs Act, we have a historic opportunity to champion pro-family policies."

Governor Spencer Cox expressed support for Moore's initiative: "Utah is at the forefront of strengthening and growing families... We’re grateful for Rep. Moore’s efforts to advance our work through his Family First Act."

The legislation also received praise from Marilyn Musgrave, Vice President of Government Affairs at Susan B. Anthony Pro-Life America: "Building and promoting a culture of life in our nation takes creativity... The Family First Act advances this culture by providing tax credits for parents of unborn children."

Jeanne F. Mancini, President of March for Life Action stated: "March for Life Action is grateful for Representative Moore’s introduction of the Family First Act..."

Carol Tobias, President of National Right to Life added: “National Right to Life applauds Congressman Blake Moore... The Family First Act includes a provision that would permit pregnant mothers to receive a monthly payment starting several months prior to a child’s due date.”

Terry Schilling, President of American Principles Project remarked: "Major credit to Congressman Blake Moore who absolutely gets it—when it comes to tax policy..."

Feminists for Life President Serrin Foster highlighted economic challenges faced by parents: “Mothers and fathers cannot afford to let Child Tax Credit expire especially during these tough economic times..."

The bill proposes consolidating existing tax credits while maintaining certain deductions without increasing federal deficits. It aims to increase CTC benefits, reduce marriage penalties in taxes, provide flexibility for raising children, and address wasteful spending.

As background context provided by Congressman Moore's office states, previous changes under President Trump doubled CTC amounts but are set to revert unless legislative action is taken soon.

Supporters include SBA List; March For Life; American Principles Project; Americans United For Life; Faith & Freedom Coalition; Feminists For Life; Lutheran Center For Religious Liberty; CatholicVote among others.
